Overlaying without repairing
A fresh overlay on a tired base inherits the defects underneath. Cracks reflect through, and the cycle restarts — shorter every iteration.
Demolish and haul
Conventional reconstruction digs the road out, trucks it to a dump site, then imports new material. You pay two truck fleets to move rock around.
An asset thrown away
The existing pavement already contains the crushed aggregate about to be re-purchased. At end of life it is a quarry — not waste.
The application design
Pulverize, restabilize, seal — in place
The existing pavement is milled through its full treatment depth with a standard cold recycler, then the pulverized material is restabilized with LL30 and sealed with LL25 — per the signed LL-TM-2026-004 protocol.
- Full-depth milling: 100–150 mm, standard cold recycler
- Pulverization: 100 % passing 80 mm; moisture within ±2 % of optimum
- Granulometric correction with supplemental aggregate where needed
- Compaction: ≥ 95 % Standard Proctor (AASHTO T-99 / ASTM D698)
- Finish: LL25 seal per SOP LL25

The exact reclamation scenario, tested
3,705 PSI on recycled aggregate
LL30 at 4 % in crushed recycled aggregate — the very material of a reclamation job: 3,705 PSI corrected compressive strength (ASTM C39/C42, S.A.M Consultants, 2019). The top of the entire documented range.

Cold in-place reclamation of cured asphalt pavements has been executed with LL30 since 2015 — 9 documented civil deployments between 2015 and 2018 (LL-TM-2026-004 §2.2).
Re-treatable — and re-re-treatable
The LL30 binder is not consumed by an irreversible reaction: the reclaimed layer can be milled and restabilized again at its next life cycle. In 2024 at Twentynine Palms, a full-depth reclamation was accepted by USMC engineering for C-17 and C-130 operations (LL-TM-2026-004).
